To Be or Not to Be

To be or not to be? That is the question: Should Castro Valley incorporate? We at Castro Valley City are trying to answer that question. The answer right now is not clear, but it’s critical for the future of our community. We are taking an honest, objective look based on facts and data. We are not interested in knee-jerk reactions from either the pro or anti side. This question is too important for simple answers.
