Water Conservation

When will we all make water conservation a priority? While driving in Five Canyons I saw the fountain working to its full glory. What kind of message does this send? I understand it is recycled water, but due to evaporation it still needs to be refilled regularly. If saving water is a priority then we all have to partcipate.
